Perela emphasized that when individuals are elevated to positions of immense financial authority, their original masks inevitably slip to reveal their authentic motives.

The focus of this harsh light falls directly on Dennis Otuaro, a person who rose to national prominence on the back of collective agitation. 

According to Apostle Ezekiel Daniel Perela, Otuaro, much like his associate, the widely known Tompolo, built a public facade around the noble struggle for freedom and justice in the oil-rich region. 

"Otuaro, who claimed to be a freedom fighter and a man from the creeks of the Niger Delta region, is now seen as the one who wants the ex-agitators to continue to be in pain with their families." Perela Stated. 

Instead of serving as a champion for the marginalized, Dennis Otuaro has transformed into a relentless tormentor of the very people he was appointed to uplift. 

Apostle Ezekiel Daniel Perela described the administrator, likening his hardline approach to that of a modern-day Pharaoh who acts without a single trace of human empathy for suffering communities.

The critique goes far beyond personal temperament, pointing directly to severe administrative failure at the highest level. Perela labeled Otuaro as the most clueless, heartless, and ineffective administrator to ever pilot the Presidential Amnesty Programme since its historic establishment back in 2009.

Central to the outrage is the gross mismanagement of unprecedented financial resources meant to cushion the region. Apostle Ezekiel Daniel Perela pointed out that despite President Bola Tinubu expanding the Amnesty Programme's annual budget from 65 billion Naira to a massive 115 billion Naira, the living conditions of ex-agitators have drastically deteriorated.

With such a substantial budgetary increase, Perela argued that there is absolutely no legitimate excuse for failing to enhance monthly stipends or address basic welfare needs. Crucial vocational training initiatives designed to rehabilitate former fighters have been completely discarded, while resources are systematically funneled exclusively to personal cronies, close allies, and family members.

Faced with what he characterized as systemic betrayal, Apostle Ezekiel Daniel Perela formally called on the Presidency to immediately relieve Dennis Otuaro of his duties.

Furthermore, Perela demanded a comprehensive forensic investigation by anti-graft agencies into every transaction and disbursement executed under Otuaro's tenure to account for the billions deployed into the programme.

Closing his impassioned remark, Apostle Ezekiel Daniel Perela extended a powerful charge to the resilient youths, activists, and leaders across the region to remain unwavering in their demands for equity. 

He insisted that the battle for economic justice and authentic empowerment must continue unabated, regardless of the betrayal by those who turned their backs on the common cause.
